Investigative Audit Manager

The Investigative Audit Manager serves as the Tennessee Board of Regents system’s lead investigator in matters involving allegations of fraud, waste or abuse.  The Manager performs professional investigations and provides leadership to and collaborates with institutional internal auditors on investigative matters.  The Manager reports to the Chief Audit Executive who is functionally responsible to the Audit Committee and the Tennessee Board of Regents.

Responsibilities:

Coordinate multiple investigations for the TBR system and its institutions, providing leadership, training, and advice in investigation techniques to system and institutional audit directors and staff;

Plan and conduct investigations.  Exercise good judgement in evaluating situations and recommending action.  Perform investigative work of good quality, complying with professional standards.  Conduct interviews related to investigative issues;

Document results of investigations appropriately in working papers and maintain confidentiality of working papers.  Working papers must include sufficient explanations of work performed and matters identified during investigations such as financial discrepancies or violations of policies, laws, or other requirements;

Prepare written reports for the Audit Committee, Tennessee Board of Regents and management.  Reports will include sufficient explanations of work performed and matters identified during the investigation such as financial discrepancies and administrative problems.  Reports will also include recommendations for corrective action or improvement, when appropriate.  Present results of reports to the Audit Committee and Tennessee Board of Regents when needed;

Communicate investigative information appropriately with institution, administration, staff, the Comptroller of the Treasury, law enforcement authorities, and legal authorities as required.  Inform the Comptroller of the Treasury of all investigations;

Determine compliance with Board policies and guidelines, state and federal requirements, grants, or other contractual agreements;

Maintain a means for confidentially reporting matters of fraud, waste, or abuse and maintaining confidentiality of protected information;

Obtain applicable continuing professional education to enhance professional development, adhere to professional auditing standards, and maintain required certification(s);

Establish and maintain a variety of professional contacts with central office staff, institutional staff, Comptroller’s Office staff, and other that will enhance individual skills and promote the Tennessee Board of Regents and the Office of System –wide Internal Audit’s goals and objectives;

Perform administrative and other duties as assigned

Knowledge, Skills, Abilities:

Demonstrated effective written and oral communication skills;

Possess effective personal computing skills with Microsoft Office software programs;

Possess effective analytical skills;

Proven ability to exercise professional judgement in evaluating information and making recommendations;

Requires moderate travel

Minimum Qualifications:

Bachelor’s Degree in Accounting, Criminal Justice, or a related field from a regionally accredited institution;

At least 4 years professional experience in investigative auditing; up to 1 year professional experience in criminal justice, auditing, or accounting may be substituted for one year in investigative auditing;

Demonstrated professional experience in managing projects

Required Certification:

Active CFE, CPA, or CIA

Preferred Qualifications:

Master’s Degree in Accounting or a related business field from a regionally accredited institution;

Experience working or auditing in higher education;

Experience working with or auditing a large computerized accounting and information system, such as Banner;

Other related professional certifications;

Documented professional supervisory experience
